Calls Creek Water Reclamation Facility Phase 1 and Phase 2 Upgrade (Progressive Design-Build & Construction Manager At-Risk)

Crowder completed upgrades to Oconee County’s existing Calls Creek Water Reclamation Facility (WRF). The existing WRF used an Orbal Process with three bio-membrane filtration units which had deteriorated and experienced a loss of capacity. The Design-Build Team designed and constructed a new 1.5 MGD biological nutrient removal (BNR) facility capable of expansion to 3 MGD. A major accomplishment was keeping the plant online while constructing upgrades. The site footprint was small, limiting material and process equipment storage areas and site access for deliveries. The team overcame these obstacles by maintaining open, regular communication with the plant’s personnel.

The plant was brought on-line in August 2018, less than 16 months from the construction phase NTP. Due to the team’s success with the first expansion, and the County’s urgent need to double the plant’s capacity, Crowder was selected for the Phase 2 expansion to 3 MGD.

The project included roughly $2.7M in value engineering and cost saving initiatives selected by the County. Oconee County’s existing Calls Creek WRF was an Orbal Process with three bio-membrane filtration units which had deteriorated and experienced a loss of capacity. The County planned to construct a used/relocated 1 MGD unit at the Calls Creek WRF and to rebuild a portion of their existing 0.67 MGD membrane bioreactor unit to achieve a total treatment capacity of 1.67 MGD. The design-build team’s approach was to instead construct a new 1.5 MGD (BNR) treatment plant capable of expansion to 3 MGD which saved Oconee County significant capital.
